All companies / employers who use scaffold towers should be aware that the Work at Height Regulations 2005 require that the assembly, dismantling or alteration of scaffold towers should only be undertaken by a competent person.(Please note that under the WAHR, a competent person can now only supervise a non-competent person if they are actually training that person). This is further expanded as follows:
A competent person is a person who can demonstrate that they have sufficient professional or technical training, knowledge, actual experience and authority* to enable them to:-
- A) carry out their assigned duties at the level of responsibility allocated to them;
- B) understand any potential hazards related to the work (or equipment) under consideration;
- C) detect any technical defects or omissions in that work (or equipment), recognise any implications for health and safety caused by those defects or omissions, and be able to specify a remedial action to mitigate those implications.
*Note: “authority” here means delegated authority to the individual by his employer to carry out a certain function or duty.
PASMA training courses are widely recommended by safety professionals and are also recognised by the HSE. Successful delegates who pass a written and practical test are provided with a Competency Certificate and credit card sized photo ID card.
We regularly run both the 1 day Standard Course and the Advanced Module that includes use of towers on stairways etc. at our registered training centre in Harlow. The Standard Course can also be carried out at the client’s premises subject to certain criteria being met.
